David Leon Staples of Vacaville was arrested on two felony counts of insurance fraud. According to CDI fraud investigators, the 21-year-old man submitted a claim to Sterling Casualty Insurance Company after his 1995 Ford Thunderbird was in an accident. He claimed that he rear-ended another car while travelling on I-5 through downtown Sacramento. The investigation revealed that Staples脮 girlfriend, an unlicensed driver who was not covered by Staples脮 insurance policy, was in fact the driver of his car at the time of the accident.
